Winter Relief for Tá Bạ Commune, Mường Tè District, Lai Châu Province

Tá Bạ Commune is a remote, mountainous region nestled in the far western reaches of Lai Châu Province, Northern Vietnam. Established in 2011, it was carved out from the larger Ka Lăng Commune and now spans over 110 square kilometers of steep terrain and dense forest. The area lies more than 70 kilometers from the district center, with limited road access and frequent landslides during the rainy season. This isolation makes Tá Bạ one of the most difficult communes to reach, and few charitable groups are able to deliver aid consistently. The commune borders China and is designated as a “specially difficult border area,” with over 80% of households living in poverty.

The population of Tá Bạ is primarily composed of ethnic minorities, including the La Hủ and Hà Nhì communities, who maintain rich cultural traditions despite extreme hardship. Families rely on subsistence farming—growing rice, corn, and medicinal herbs—and raising small livestock. Children often walk barefoot in freezing temperatures, and homes are built from wood and corrugated metal, with limited access to electricity, clean water, or healthcare. The six poorest villages—Tá Bạ, Vạ Pù, Ló Mé Lè Giàng, Nhốm Pó, Là Xi, and Là Pe—face especially harsh conditions during winter, when temperatures drop sharply and families lack warm clothing, blankets, and basic supplies. Aid to this region is not just helpful—it is life-saving.

Each year, when winter arrives, the cold becomes unbearable. Families and young children in the highlands endure freezing temperatures with bare feet and only thin clothing to protect them. In response, Generously Giving Back launched a comprehensive winter relief program to support the six poorest villages in this remote border region.
